Certificate of Eligibility for Specialist Registration (CESR)

PMETB has developed and introduced a system that assesses applications from doctors who have not followed a traditional training programme but who may have gained the same level of skills and knowledge as CCT holders.

Article 14

Under Article 14 the Postgraduate Medical Education and Training Board (PMETB) has a legal responsibility to approve entry to the Specialist Register for eligible specialists who can demonstrate that they have either UK or overseas specialty training and/or specialist qualifications and meet specific criteria. PMETB will also be able to take into account any specialist medical experience or knowledge wherever obtained.

There are two different CESR applications:

  • Article 14(4)
    Doctors who wish to join the Specialist Register and have not followed a full PMETB approved training programme can apply under Article 14(4) of The General and Specialist Medical Practice Order for a Certificate confirming Eligibility for Specialist Registration (CESR).

  • Article 14(5)
    Doctors who wish to joing the Specialist Register after following a career in academic medicine or undertaking training outside the UK in a specialty not recognised by PMETB can apply for a CESR under Article 14(5).

The Faculty of Public Health (FPH) is responsible for the initial assessment of applications and for making recommendations to PMETB. PMETB has the authority to confirm or reject recommendations and to notify the General Medical Council (GMC) that an assessed doctor should be entered on the Specialist Register.

CESR applications via the Combined Programme route - CESR (CP)

In May 2009 the PMETB launched the CESR Combined Programme (CESR CP) for specialty training. This route has been developed to provide flexibility to training programmes to enable trainees (with a medical background only) who have been appointed above ST1 level in specialty training to have experience and learning outcomes gained outside approved PH training posts to be taken into account and specialty training potentially shortened.

In order for a trainee to be eligible for the award of a CCT they must undertake posts and programmes approved by PMETB in public health. If trainees have been appointed above ST1 and have undertaken time in posts not approved by PMETB for public health then they will be eligible for a CESR (CP).
